The Council of the City of Sylvania, Ohio met in regular session on Monday, November 19, 2007 at 7:30 p.m. with Mayor Craig A. Stough in the chair.  Roll was called with the following members present:  Dr. Read Backus, John A. Borell, Jr., Keith M. Haddad, Doug Haynam, Mark Luetke, Todd Milner, Barbara R. Sears (7); absent: (0).

 

 

Roll call: all present.

 

 

 

Ms. Sears led the Pledge of Allegiance to the United States of America.

Requests were made for the following additions to the agenda:

4a.   Introduction of police volunteers.

10a. Schedule a Finance Committee meeting.

10b. Reschedule the Streets Committee meeting.

12.   Update on fire department discussions.

E.     October bank reconciliation.

F.     Senior Center income statement.

G.    Notice of November 28 meeting on regional transit voters= rights.

Ms. Sears moved, Mr. Haynam seconded, to approve the agenda as amended; roll call vote being:  Backus, Borell, Haddad, Haynam, Luetke, Milner, Sears (7) yeas; (0) nays.  The motion carried.

Mayor Stough stated that Council will now consider agenda item 4.

 

 

 

 

 

Ms. Sears presented the November 5 meeting minutes.  Ms. Sears moved, Mr. Haynam seconded, that since the Mayor, members of Council, and others had been furnished copies of these minutes prior to this meeting, Council dispense with the reading of these minutes at this time, and the journal of the minutes of the meeting of November 5, 2007 be approved as submitted, provided there are no amendments from other members of Council; roll call vote being: Borell, Haddad, Haynam, Luetke, Milner, Sears, Backus  (7) yeas; (0) nays.  The motion carried.

Police Chief Gerald Sobb introduced members of the police department volunteers, and the chaplain volunteers.  He noted that the program started in 2004.  There are 19 current volunteers who help the department with many public safety services.

Ms. Sears presented and read aloud by title only, the First Reading of proposed Ordinance No. 100-2007, ATo make appropriations for current expenditures and other expenditures of the City of Sylvania, Ohio for the fiscal year ending December 31, 2008.@

 

 

 

 

 

First Reading, 2008 budget ordinance.Mayor Stough stated that Council will now consider agenda item 6.

 

 

 

 

 

Mayor Stough presented the 2008 capital improvement budget, noting that not everything on the list will be done.  Ms. Sears moved, Mr. Haynam seconded, to refer the 2008 proposed capital improvement expenditures to the Finance Committee for review and recommendation; roll call vote being: Haddad, Haynam, Luetke, Milner, Sears, Backus, Borell (7) yeas; (0) nays.  The motion carried.

Mayor Stough stated that Council will now consider agenda item 7.

 

 

 

 

 

Ms. Sears presented and read aloud by title only, proposed Resolution No. 18-2007, a written copy of same having been previously furnished to each member of Council, AA Resolution designating the Clerk of Council as the Mayor and City Council=s designee to attend training programs and seminars about the public records law as required by Sub. H.B. 9; and declaring an emergency.@  Ms. Sears moved, Dr. Backus seconded, that Council dispense with the Second and Third Readings of said Resolution; roll call vote being: Haynam, Luetke, Milner, Sears, Backus, Borell, Haddad (7) yeas; (0) nays.  The motion carried.

Ms. Sears moved, Mr. Luetke seconded, that Resolution No. 18-2007 be enacted as an emergency measure as declared therein; roll call vote being: Luetke, Milner, Sears, Backus, Borell, Haddad, Haynam (7) yeas; (0) nays.  The motion carried.

 

 

 

 

 

Mayor Stough stated that Council will now consider agenda item 8.

 

 

 

 

 

Mayor Stough presented his appointment to the Planning Commission.  Mr. Haynam moved, Ms. Sears seconded, to confirm Mayor Stough=s re-appointment of Robert Solt to the Municipal Planning Commission for the term commencing on January 1, 2008, and expiring on December 31, 2011; roll call vote being: Milner, Sears, Backus, Borell, Haddad, Haynam, Luetke (7) yeas; (0) nays.  The motion carried.

Mayor Stough stated that Council will now consider agenda item 9.

 

 

 

 

 

Noting that Council must meet by January 5 for the purposes of organization for the 2008-2009 term, Ms. Sears moved, Mr. Haynam seconded, to set the Organizational Meeting of Sylvania City Council for January 3, 2008 at 8:00 a.m. in Council Chambers; roll call vote being: Sears, Backus, Borell, Haddad, Haynam, Luetke, Milner (7) yeas; (0) nays.  The motion carried.

After discussion on the 2008 meeting calendar, Ms. Sears moved, Mr. Haddad seconded, to change these meeting dates to Wednesdays because the Monday is a holiday: January 21 to January 23, February 18 to February 20, September 1 to September 3; to waive the July 7 meeting, and to waive the August 4 meeting; roll call vote being: Backus, Borell, Haddad, Haynam, Luetke, Milner, Sears (7) yeas; (0) nays.  The motion carried.

Mayor Stough stated that Council will now consider agenda item 10.

 

 

 

 

 

The Finance Committee will meet in Council Chambers on November 30 at 8:00 a.m. to review the 2008 Operating Budget and the 2008 Capital Improvements Expenditures.

The Zoning & Annexation Committee has revised its November 30 meeting starting time to 9:00 a.m. in Council Chambers.

The Streets Committee meets on December 11 at 5:30 p.m. to review the 2007 sidewalk leveling program, and the speed hump policy.

There were no items for 11, and Mayor Stough stated that Council will now consider agenda item 12.

 

 

 

 

 

Mayor Stough reported that he met with Township administrators and the Fire Chief to discuss fire department issues.  The Township maintains that fire department funding is set for 2008.  It is hoped that the Township and the Citizens for a Safe Sylvania will support the same levy if one is put on the ballot.

Mayor Stough stated that all items on the agenda had been considered.  Ms. Sears moved, Mr. Milner seconded, that this meeting adjourn. All present voting yea (7); (0) nays.  The motion carried and the meeting adjourned at 8:10 p.m.
