Zoning manages Sylvania's permit processes, as well as the city's refuse and recycling programs. The zoning administrator and secretary also work closely with the Municipal Planning Commission, the Board of Zoning Appeals and the Architectural Review Board. The staff also handles residents' questions and forms for cemetery plot purchases, and sells bags and stickers required for green waste pickup.

These are the people who maintain records and provide cemetery maintenance for burial grounds within or belonging to the City of Sylvania. City cemetery lots in Ravine Cemetery are purchased through the zoning office in the Public Service Department.

Parks & Forestry is the agency whose work is perhaps the most visible every day, second only to the Streets Division. These city workers maintain everything from ADA-friendly playgrounds, green waste collection bags and stickers, mulch and compost sales, shelter house rentals and public pools to landscaping, bike and walking paths, boat rentals, recreation programs for all ages and trees throughout the city.
Parks & Forestry also plays a pivotal role in many of Sylvania's community events, including fireworks displays and festivals, and is a leading sponsor of the Sylvania Conservation Corps.

The Streets Division is responsible for cleaning and improving roads, maintaining smooth traffic flow and street repairs, which includes:

- Preparing streets and barriers for community events

This city agency handles all wastewater flowing from homes and businesses in Sylvania to a treatment facility, and all sewers and streams carrying storm water and other outdoor wastewater. This includes construction, maintenance and improvement of sewers, drains, ditches, culverts and other storm water routes, streams, watercourses and sewerage systems, and the management of sewage collection and disposal.
