This division manages scheduling for the city's refuse and recycling programs as well as Sylvania's permit processes. This office is one location where residents can purchase annual green waste stickers and kraft paper bags required for regular green waste pickup.
The zoning administrator and administrative secretary also work closely with the Municipal Planning Commission, the Board of Zoning Appeals and the Architectural Review Board, with the administrative secretary serving all three bodies.
Permit and Licensing Information
All inspections to ensure that structures meet all required building, electrical and building services codes are conducted by the Lucas County Building Regulations Department. Questions and concerns should be addressed to:

We answer your questions about refuse collection, refuse fees and recycling programs, schedules for these collections and applications for refuse fee exceptions. We also have green waste collection stickers and bags available for sale, and we handle any complaints regarding refuse collection services and pass them on to the refuse contractor.

Architectural Reviews
The Board of Architectural Review determines if an application under consideration will promote, preserve and enhance the architectural character of the community (the architectural "district") and not be at variance with existing structures.
The purposes of architectural districts are:
- To maintain a high character of community development.
- To protect and preserve property.
- To promote the stability of property values.
- To protect real estate from impairment or destruction of value for the general community welfare by regulating the exterior architectural characteristics of structures.
These purposes will be served by the regulation of exterior design, use of materials, finish grade line, landscaping and orientation of all structures altered, constructed, reconstructed, erected, enlarged or remodeled.
The members of the Board of Architectural Review are the same as those serving on the Municipal Planning Commission.

The zoning office staff can provide information about purchasing a lot at Ravine Cemetery.The zoning office can also help if you are trying to find someone buried in Ravine Cemetery.
Zoning Appeals
Appeals can be filed for variances, exceptions and industrial use. Administrative orders and other decisions by the zoning administrator also can be appealed. When such appeals are filed, they are considered and decided by the Board of Zoning Appeals.
The board considers requests for variances, exceptions and industrial use at monthly public meetings. Appeals of decisions made by the zoning administrator are considered at public hearings.
When granting a permit, the board may stipulate how an approved variance, exception, industrial use or administrative ruling shall be carried out. The board also may require other improvements, safeguards and conditions to protect the health, safety and welfare of the owners and occupants of surrounding lots and the public.
Members of the Board of Zoning Appeals are appointed by the mayor and approved by city council. The board meets in council chambers at 7 p.m. the first Tuesday of every month.
