Department of Finance

 

The Department of Finance administers the collection and disbursement of monies on behalf of the City. This includes the revenues for income taxes, real estate taxes, special assessments, fees, etc.

The Department is responsible for the preparation of a variety of financial documents, including the annual budget and a comprehensive annual financial report that provides detailed information for the fiscal year. It also calculates special assessments that are submitted to the County Auditor for collection each year. Debt management for the City's outstanding notes and bonds is provided by the Department.

The Director of Finance acts as the Chief Financial Officer of the City. The Director keeps the Mayor and City Council informed as to the financial condition and needs of the City. The duties of the Director of Finance include the following:

  • Insuring compliance with law relating to certifications for, and the expenditure of, public monies;
  • The preparation and signing of warrants for the disbursement of money;
  • The examination of all payrolls, bills, and other claims against the City;
  • The preparation of the annual estimate of receipts and expenditures, the preparation of all appropriation measures, and the submission of the same to the Mayor for transmittal to City Council;
  • The preparation and submission to the Mayor and City Council of an annual report of the financial condition of the City, and of receipts and expenditures for the preceding calendar year;
  • The execution on behalf of the City, with the Mayor, of all contracts, conveyances, evidences of indebtedness and other instruments to which the City is a party;
  • The custody and charge of all records of the City not specifically committed to others by the Charter or by ordinance or resolution of City Council;
  • The authentication of all records, documents, and instruments of the City;
  • The supervision of the general financial policy of the City, including the preparation of note and bond transcripts, and special assessment proceedings and transcripts thereof; and.
  • The development and negotiation of economic development financing programs for new and expanding businesses located within the City of Sylvania.

The Director of Finance is John Plock. He was appointed Director of Finance for the City of Sylvania in 1986. There are eight full-time employees in the Department, including five in the Division of Taxation.
