TIMELINE
 

 
     
  February 18, 2004  Ordinance 16-2004 concerning the agreement between the City of Sylvania and St. Joseph's Parish on the Lathrop House was passed by Sylvania City Council.  
     
  January 22, 2004 -- Metroparks Meeting at Sylvania Senior Center.  The Metroparks will present a preferred alternative for citizen input.  
     
  January 5, 2004 -- News Release from Metroparks. An open house to be held at the Sylvania Branch Library on January 6, 2004.  Included is a questionnaire and announcement of another meeting on January 22, 2004.  
     
  October 29, 2003  --  Issue 16 informational news letter mailed to Sylvania residents.  Includes proposed ordinance, Yes and No vote positions.  
     
  September 10, 2003 -- Opinion on the church's motion for summary judgment  
     
  August 21, 2003 --  Update from Keith Haddad regarding Lathrop House property issue.  
     
  August 4, 2003 -- The City of Sylvania receives a  Letter from Citizens For Sylvania  asking that the Initiative Petition be submitted to a vote of the electors of the City of Sylvania.  
     
  August 4, 2003 -- The City of Sylvania passes Resolution 17-2003 rejecting the Initiative Petition presented to the City of Sylvania on July 2, 2003  

1)  Passage of the initiative would require the City of Sylvania to dismiss the pending litigation and the City would likely be responsible for payment of the Diocese’s attorneys fees, currently  estimated at between $30,000-100,000 plus other costs associated with the litigation.

2)  The initiative petition would prohibit future Sylvania City Councils from taking any action regarding the Lathrop House property for two years.

3)  Enacting the resolution would severely weaken the City’s ability to negotiate a fair     resolution to the matter.

The other document is a that City Council received at its August 4th meeting from the Citizens of Sylvania requesting that legislation as set forth in the petition be submitted to a vote of the electors of the City of Sylvania.

The City Council accepted the letter.

 
     
     
  July 7, 2003  Lathrop House Project Newsletter  mailed   
     
  July 1, 2003 -- Judge J. Ronald Bowman enters an order scheduling the hearing on the issue of authority and necessity for July 3, 2003 at 9:30 a.m.  
     
  June 27, 2003 -- City filed its motion for hearing on its authority and the necessity of the eminent domain action  
     
  June 24, 2003 -- The Diocese and Parish file their Answer in court to the eminent domain proceedings.  
      
  June 20, 2003 -- Work Agreement for the repair of the House signed by Fr. Wurzel permitting work to proceed  
     
  April 30, 2003 -- Judge J. Ronald Bowman enters an order, upon the consent of both parties, that there shall be no demolition, altering, or destroying of the Lathrop House pending further order of the court, and orders that the City of Sylvania be permitted access to the Lathrop House to accomplish appropriate repairs to protect and weatherize the Lathrop House at the expense of the City of Sylvania  
     
  April 2, 2003 -- A stipulation is filed with the Lucas County Court of Common Pleas confirming that the Lathrop House will not be demolished, altered, or destroyed without further hearing before the court.  
     
  March 28, 2003 -- The City filed its complaint for eminent domain, and deposited the sum of $400,000.00 with the court as the estimated value to be paid for the property.  
     
  March 27, 2003 - The City of Sylvania revoked its demolition permit, having voted the previous day to protect and preserve the Lathrop House at its site.  
     
  March 26, 2003 - The City of Sylvania unanimously passed Resolution 10-2003  declaring the necessity and intent to appropriate the Lathrop property for a public purpose. The City took this action after St. Joseph Church representatives stated that without a signed agreement by the March 31 deadline, the house would be demolished on April 1, 2003.  
      
  March 26, 2003 -- Mayor Stough met with Fr. Wurzel unsuccessfully to request that the Church imposed March 31, 2003 deadline be extended  
     
  March 17, 2003 - Sylvania City Council declines St. Joseph Church's counter proposal.  
     
  March 12, 2003 - St. Joseph Church responds to the most recent City of Sylvania proposal, which were made subject to City Council's approval, with its own additional conditions and timeline for relocation of the house.  
     
  February/March -- Additional proposals were made by the City of Sylvania to St. Joseph Church.  
     
  February 4, 2003 -- The City Law Director informed St. Joseph Church that there was no deadline for the demolition permit.  
     
  December 12, 2002 - St. Joseph Church established a March 31, 2003 deadline for moving the Lathrop House, citing an early May expiration of demolition permit. Negotiations languished.  
     
  November 1, 2002 - The Mayor and representatives of the City of Sylvania met with St. Joseph Church representatives, including Fr. Wurzel, to ask that the house not be demolished.  
     
  October, 2002 --- St. Joseph Church made a land swap proposal to the City of Sylvania. The City found the proposal to be financially inequitable to the citizens of Sylvania.  
     
  Summer/Fall, 2002 - Representatives of the City of Sylvania continued efforts to reach an agreement with St. Joseph Church.  
     
  August 5, 2002 -- Sylvania City Council passed Resolution 16-2002 which declared the City's intent to enter into an operating agreement with the Toledo Area Metroparks.  
     
  July 17, 2002 - The Toledo Area Metroparks approve Resolution 44-02 to enter into an agreement with the City of Sylvania to renovate and operate educational programs at the Lathrop House.  
     
  May, 2002 - Mayor Stough appointed community members to a Blue Ribbon Committee to evaluate reuse and renovation for the Lathrop House.  
     
  March 18, 2002 - Sylvania City Council passed Resolution 8-2002 calling for the preservation of the Lathrop House on its present site.  
     
  March 4, 2002 -- Sylvania City Council passed Ordinance No. 23-2002 to expend an amount not to exceed $50,000 to assist in the cost of moving or relocating the Lathrop House.  
      
  February 18, 2002 - Friends of the Lathrop House requested Sylvania City Council to make a contribution to assist in the preservation of the house.  
     
  November 5, 2001  Demolition Permit issued to St. Joseph's Parish   
     
  November 5, 2001 - Sylvania City Council passes a unanimous Resolution 28-2001  calling for the preservation of the Lathrop House and asking St. Joseph Church to hold off demolition and instead consider alternatives.   
     
  November 4, 2001 - Local citizens become aware of plans to demolish house immediately, and holding informational "protest" at site across from Church. Concerned citizens meet the same evening and pledge $15,000 to save Lathrop house from demolition. Nearly half of the attendees at the meeting were members of St. Joseph Church.  
     
  October 31, 2001 - St. Joseph Church closed on the purchase of the Lathrop house and property for $350,000 and immediately applied for a demolition permit.  
     
  Late summer, 2001 - Representatives of City of Sylvania worked with private individuals who were interested in purchasing Lathrop house. These individuals intended to restore it and use it as a bed and breakfast and make it available for educational tours. City of Sylvania committed $175,000 to purchase the back acreage of property to add it to Harroun Park. A written offer was submitted by those individuals to Mrs. Vogt. There were apparently simultaneous negotiations between Mrs. Vogt and St. Joseph Parish. The City was not a participant in these negotiations, and was not directly involved in any discussions with St. Joseph Parish regarding its acquisition, or the City's interest, in acquiring the property.  
     
  Summer, 2001 -- Mayor and members of City Council had discussions with individuals interested in developing property while preserving the house.  
     
  June, 2001 - Concerned citizens approached members of City Council about rumored sale of property.  
     
  Spring, 2001-Previous private owner (Mrs. Marie Vogt) inquired of the Mayor whether the City would be interested in acquiring the home and site for $750,000.
