JOB RESPONSIBILITIES:

Under the immediate supervision of a Maintenance Worker by Division, the Public Works Serviceman performs a variety of semi-skilled and manual labor tasks related to the maintenance, repair, and installation of municipal infrastructure. This role is foundational to the operations of the Public Service Department, ensuring the reliability of City services including water distribution, sewage collection, street maintenance, and the upkeep of public green spaces. The Public Works Serviceman is expected to operate various hand and power tools as well as the ability to learn the operation of large and specialized machinery. May be cross-trained to assist multiple divisions during emergencies or seasonal surges, such as snow removal, water meters, or leaf collection.

QUALIFICATIONS:

High School diploma or equivalent. Accepting any level of experience, including those seeking entry-level opportunities. Prior background in municipal operations is not required; however, any equivalent combination of education and informal experience that demonstrates the ability to perform the job’s essential functions will be considered. Candidates must show an aptitude for learning the specific methods, practices, materials, tools, and equipment necessary for the successful operation of City water, sewer, street, or park systems. Additionally, all candidates must have a valid driver’s license and be able to acquire a Class A Commercial Driver’s License (CDL) within one year of employment.

DUTIES BY ASSIGNED DIVISION

While a Public Works Serviceman is assigned to a specific Division, they may be asked to perform tasks across the Public Service spectrum as needed including, but not limited to, the following:

Water Division:
  • Performs labor required for the installation, maintenance, and repair of water mains, valves, hydrants, and meters.
  • Assists with responding to water quality complaints and investigates potential contamination issues.
  • Provide inspection for installation of new water connections and appurtenances.
Sewer Division:
  • Performs labor required for ditch maintenance such as log removal and embankment cleanup.
  • Participates in the inspection, cleaning, and repair of sanitary and storm sewer pipelines, manholes, catch basins, culverts, etc.
  • Provide inspection for installation of new sewer connections and appurtenances
Streets Division:
  • Participates in street patching (potholes), crack sealing, and minor roadway repairs.
  • Assists in the maintenance of bridges, sidewalks, curbs, gutters, and roadway signs.
  • Operates equipment for municipal leaf collection and snow/ice removal operations.
  • Assists with road closures for community events and responds to road hazards.
Parks & Forestry Division:
  • Performs groundskeeping for municipal parks, green spaces, and the city cemetery, including mowing and landscaping.
  • Assists in forestry activities such as pruning, trimming, and removal of street trees.
  • Participates in the Green Yard Waste Collection program.
  • Installs and maintains seasonal holiday decorations and public flower beds.

ADDITIONAL SKILLS

  • Responds to Division related emergencies such as water main breaks, sewer backups, snow emergencies, etc.
  • Communicates effectively with other municipal departments.
  • Coordinates with other emergency services as needed.
  • Ability to communicate courteously and diplomatically.
  • Interpersonal skills necessary to develop cooperative working relationships with fellow employees and senior management.
  • Ensure compliance with safety regulations and procedures.
  • Perform related duties as required.
PHYSICAL DEMANDS
Work is performed in an office environment, shop, and on outside work sites as required; may be exposed to inclement weather conditions. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:  
  • Subjected to normal office noise and interruptions.  
  • Fine dexterity to operate keyboards, smart phones, and small controls.
  • Hearing adequate to hear approaching vehicles, audible direction at a distance, over the radio/cell phone, and in-person conversations is required.
  • Vision and depth perception adequate to safely drive, complete computer work, and read manuals and plans are required. 
  • Frequently stand for long periods of time, walk, bend, stoop, and climb over various grades.
  • Able to perform work in all environmental conditions (including sustained exposure to dust, inclement weather, and various outside temperature changes); and access and navigate job sites, including work on roadways alongside active traffic.
  • Ability to perform strenuous physical labor such as lifting and carrying heavy objects (up to and over 100 lbs).
  • Working in confined spaces.
  • Working near moving mechanical parts.
  • Working in trenches.
  • Ability to operate hand and power tools.
  • Ability to drive and operate department vehicles.
  • Ability to go up and down multiple flights of stairs.

POSITION TYPE and EXPECTED HOURS OF WORK:

This is a full-time position under the City’s collective bargaining agreement for the Sylvania Municipal Employees Association. Days and hours of work are Monday through Friday, 8 a.m. to 4:30 p.m.; 40 hours per week. May be required to work extended hours including evenings and weekends during emergencies.

TRAVEL:

May be required to travel outside City boundaries to attend trainings.
