The Director of the Department of Finance shall be appointed by the Mayor, subject to confirmation by a majority of the members of Council.
JOB RESPONSIBILITIES
- Serves as a key member of the City’s Administrative team with specific responsibilities for all financial reporting, investing, accounting, purchasing, payroll and budgeting for the City.
- Serves as financial advisor to the City Council and administration of the City and ensures compliance with the City Charter, State and Federal Laws.
- Supervises the general financial policy of the City, including being responsible for the preparation of note and bond transcripts and special assessment proceedings and the preparation of transcripts therefore.
- May also serve as the City’s Treasurer.
- Interfaces with department heads to ensure that financial support services are being provided to the respective departments including providing reports, payments and accounting for the City’s grant funding.
- The Finance Director shall function with a high degree of independence and utilize mature judgment, planning abilities and organizational skills and shall establish priorities, programs and acceptable performance levels for his/her department.
- Is committed to the mission, vision and values of the City through ethical conduct, community stewardship, individual initiative and responsive service.
- Demonstrates leadership, management and technical skills through effective communication and collaboration, proper use of team resources, progressive decision making, personal accountability and responsibility.
- Attendance at City Council meetings and Council Committee meetings as requested.
- Other responsibilities and duties as assigned or needed.
QUALIFICATIONS
Minimum Education and Experience:
- Graduation from an accredited university with a Bachelor’s Degree in Accounting, Finance or Related Field.
- 3-5 Years Public Sector Finance Experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Necessary Knowledge, Skills and Abilities:
- Knowledge of accounting principles, practices, methods, functions and procedures; knowledge of office practices and procedures; knowledge of modern computer data entry procedures; ability to make accurate mathematical calculations; ability to key alpha-numeric data quickly and accurately and to recognize and correct data entry errors.
- Ability to effectively plan, organize, schedule, and prioritize activities, tasks and assignments; ability to multi-task; ability to answer inquiries from vendors and departments in a respectful, tactful, courteous, effective and professional manner.
- Ability to communicate effectively with a variety of work-related contacts, both orally and in writing; ability to understand and follow oral and written directions; skill in establishing and maintaining effective working relationships with colleagues, City Council, employees, vendors and the public.
- Skill in the use of computer and financial software suites, ability to establish and maintain accurate and current records.
- Skill in retrieval of requested data and in the preparation and maintenance of records and files.
- Manage and supervise Finance Department Staff; acts as advisor to Mayor and City Council.
- Initiates actions to improve departmental and City operations, employee performance, morale and work methods.
- Ability to coordinate and interact with State of Ohio audits.
- Skill working with investment professionals and evaluating their recommendations regarding the City’s investment funds.
